You'll find Platform App Builder as one of the certification options for potential admins, but also under developer. I'll show you first on the administrator side. So you want to become familiar with the exam guide for Plat Format Builder, so I'm on Trailhead at, and if you go to the certifications link under credentials, you'll find platform builder either under the Salesforce administrator or Salesforce developer roles.
